“مجلة القرار للبحوث العلمية المحكّمة” (ElQarar Journal for Peer-Reviewed Scientific Research) شهرية مفتوحة الوصول (Open Access) و مسجلة في الرقم الدولي الموحَد للدوريات ISSN 3006-7294، وتتولى نشر بحوث علمية محكّمة بصورة دورية بواقع أعداد شهرية وخاصة و4 مجلدات فصلية، وهي متعددة المجالات والتخصصات وباللغات العربية والإنجليزية والفرنسية، لا سيما العلوم: القانونية وفروعها، السياسية والإدارية والاقتصادية، الهندسة وفروعها، تكنلوجيا المعلومات والاتصالات، التربوية والنفسية، الصحية والطبية، البيئية، الأدبية والإنسانية والاجتماعية والتاريخية والجغرافية، الإعلامية والتوثيقية، التراثية، والفنون، الأنثروبولوجيا وغيرها الكثير.
أولاً- شروط النشر:
يقوم الباحث بتقديم البحث وفقاً للقواعد العلمية البحثية وتلك التي حددتها المجلة، وهي كما يلي:
1- يقوم الباحث بإرسال البحث المنسق في ملف مايكروسوفت وورد، إلى البريد الإلكتروني elqarar.info@gmail.com
2- يبلغ المحرر الباحث بالتقييم الأولى من قبل مكتب التحرير خلال (48) ساعة كحد أقصى من إرسال البحث بصيغة مايكروسوفت وورد، والمدة لإصدار إفادة القبول الرسمية يومين كحد أقصى بعد بعد صدور تقرير هيئة التحكيم وتصحيح الملاحظات الواردة فيه (في حال وجودها)، ودفع الرسوم المالية لعملية التحكيم والنشر والقالب(أنظر رابعاً أدناه).
3- تتعاون المجلة مع مجموعة متميزة من المحكمين الذين يمتلكون الخبرة العلمية والعملية الكافية والمهارات الفنية والأدوات لتسريع عملية التقييم والنشر قدر الإمكان، حيث تضع هيئة التحكيم المختصة (يتم تكليف اثنين من المحكمين) تقريرها خلال فترة زمنية من أسبوع إلى شهر كحد أقصى (يتم إغفال هوية الباحث أو الباحثين)، ويتضمن التقرير:
3-1 قبول البحث والموافقة على نشره دون تعديل.
3-2 قبول البحث بعد ادخال التعديلات والملاحظات الواردة في التقرير. ويتعين على الباحث إجراء التعديلات وتقديم نسخة منقحة لإعادة التقييم.
3-3 رفض نشر البحث.
تحدد مدة النشر الفعلي بين 15 و45 يوماً.
4- يتوجب على مقدم الورقة العلمية القبول والعمل بما سيأتي في تقرير هيئة التحكيم.
5- يرفق الباحث بورقته العلمية بتعهد بعد ملئه يدوياً أو مطبوعاً وتوقيعه حتى يتم البدء في إجراءات التحكيم، على ان يتضمن التعهد عدم نشر البحث في مجلة علمية أخرى خلال فترة تقييم البحث وخلال بعد نشره، وعدم انتهاك القواعد العلمية والأخلاق المهنية، مثل السرقة الأدبية، والاستخدام الاحتيالي للبيانات، وادعاءات التأليف الزائفة، وأن لا يكون قد نشر مسبقاً في مكان آخر، يتم ارسال التعهد بالبريد الإلكتروني الخاص بالمجلة elqarar.info@gmail.com.

6- يزود الباحث برابط البحث وبعدد المحتوى من بحثه عند إصدار العدد على موقع “www.elqarar.com“.
7- تصدر الأبحاث بشكل الكتروني شهرياً، ويتم إدراجها في عدد المجلة الفصلي، ويراعى في نشر الأبحاث تاريخ وردها و/أو قبولها.
8- تصدر عن مجلة القرار للبحوث العلمية شهادة نشر البحث في المجلة.
ثانياً- شروط خاصة بورقة البحث والمجلة:
1- توثيق البحث العِلمي في إحدى إصدارات التوثيق المُعتمدة كنظام التوثيق المعروف (APA).
2- مُراعاة تدعيم الأوراق البحثية بمجموعة من الكلمات المفتاحية التي تقوم باستخدام دلائل في خدمات البحث في المواقع الإلكترونية.
3- كتابة اسم الباحث وعنوانه وبياناته الشخصية عن طريق عناوين الاتصال، والبريد الإلكتروني على الصفحة الأولى للورقة البحثية التي يتم تقديمها للنشر، مع مُراعاة إضافة أسماء المُشرفين والمؤسسة التي تدعم البحث العِلمي.
4- إرسال البحث من خلال تلخيص كافي لأجزاء وأهداف البحث باللُغات المطلوبة.
5- القيام بكتابة البحث باللُغات العربية أو الإنكليزية أو الفرنسية، بالإضافة إلى تضمين جودة اللُغة وتجنُب الترجمة الحرفيّة أو ترجمة المواقع الإلكترونية السيئة.
6- الالتزام بآداب النشر وتجنُب تهميش دور أي أحد من الذين ساهموا في البحث العِلمي أو كتابة أفراد ليس لهم أي دور في العملية البحثية.
7- مراعاة الالتزام بالمنهج المُتبع في البحث من حيث اختيار عنوان ملائم ومقدمة علمية، والعمل على تحديد أهداف البحث وتنسيق أجزائه، بجانب إعداد الجداول والرسوم البيانية المُلائمة، بالإضافة إلى كتابة النتائج والفرضيات والبراهين المستنتجة من الدراسة، مع القيام بكتابة خاتمة بحث تتضمن أبرز الاستنتاجات والتوصيات.
8- كتابة البحث بأسلوب علمي مع ضرورة الالتزام بصحة اللُغة، والتأكد من التدقيق اللغوي والنحوية.
9- مراعاة تناسُب فكرة وموضوع البحث مع المجلة، وتقديمه بطريقة حصرية وفريدة من نوعها.
10- مراعاة الأمانة العلمية والابتعاد عن النسخ، والسرقة، والانتحال.
11- الحد الأدنى للاقتباس هو (5%) والحد الأقصى (20%)، وعند الاقتباس يوضع النص المقتبس حرفياً بين مزدوجين.
12- كتابة في أدنى الصفحة الأولى للبحث: “المجلة غير مسؤولة عن مضمون هذا البحث والآراء الواردة فيه وهي تعبّر عن رأي صاحبها فقط”.
13- المجلة غير مسؤولة عن متطلبات وشروط المؤسسات الرسمية والأهلية لنشر هذه الأبحاث.
ثالثاً- شكل الورقة البحثية وتقسيماتها:
1- القيام بتنسيق الهوامش والأبعاد وفق المطلوب من المجلات العلمية.
2- تضمين المراجع التي تم اقتباسها في مضمون البحث، أو إضافتها في جُزء خاص في ختام البحث والمعروف بقسم المراجع حسب معايير النظام الدولي المُعتمد.
3- تدوين الجداول والصور في البحث أو إضافتهم ف جُزء خاص في نهاية البحث.
4- كتابة البحث بحجم صفة الطباعة (A4)، وذلك عن طريق استخدام برنامج تحرير النصوص Word، هذا بجانب الالتزام بعدد الصفحات المُحددة من قبل المجلة. ويجب أن لا تزيد عدد صفحات البحث بما فيها الأشكال والرسوم والملاحق على (25) صفحة.
والأبحاث التي يزيد عدد صفحاتها عن (25) صفحة يجب موافقة رئاسة التحرير، وتضاف رسوم إضافية على الصفحات الزائدة عن الحد الذي تسمح به المجلة.
5- كتابة البحث أيضاً وفق تنسيق وحجم الخط المستخدم للغات المتطلبة للنشر فيها من حيث العنوان، والجداول، والعناوين الفرعية، والنص.
6- حدود الورقة من جميع الجهات (2.5سم).
7- نوع الخط المستخدم في كل البحث كما يلي:
7-1 النصوص باللغة العربية حجم (14 Simplified Arabic ) .
7-2 النصوص باللغة الإنجليزية أو الفرنسية (12 Times New Roman ).
7-3 عنوان البحث الرئيسي في أول صفحة من صفحات البحث، بحجم خط (16 Simplified Arabic – Bold) للأجنبية (14 Times New Roman – Bold) مزدوج، في منتصف الصفحة.
7-4 عنوان البحث الفرعي بمتن البحث، بحجم خط للغة العربية (14 Simplified Arabic – Bold) للأجنبية (12 Times New Roman – Bold).
7-5 الهوامش توضع آخر الورقة البحثية، بحجم خط للغة العربية (12 Simplified Arabic ) الأجنبية (10 Times New Roman).
8- يكتب أسماء المؤلفين ثلاثية تحت عنوان البحث بجهة اليسار، بحجم (14).
9- يدرج بعد اسم/أسماء المؤلف/المؤلفين ملخص للبحث Abstract باللغة العربية وبلغة أخرى (إنكليزي أو فرنسي) لا يزيد عدد كلمات كل ملخص عن (250) كلمة.
واضافة وجهة العمل، والعنوان، ورقم الهاتف، والبريد الإلكتروني، وتاريخ البحث.
10- كتابة عدد من الكلمات المفتاحية، التي وردت في البحث، والتي لا تزيد عن (6) كلمات مفتاحية.
11- تتضمن مقدمة البحث: تمهيد – أهمية – أهداف – إشكالية التي تطرح أسئلة – فرضيات – إمكانيات الدراسة وحدودها – المنهج – الصعوبات – الدراسات السابقة – خطة البحث.
12- كتابة قسم تحت عنوان (ما يميز هذه الدراسة عن غيرها)، بحيث يوضح فيها الباحث النقاط الأساسية التي تجعل بحثه متفرداً ومختلفاً عن غيره من البحوث المشابهة له أو المرتبطة به .
13- يجب اعتماد معيار موحد في التقسيم المنهجي للرسالة، لا سيما التقسيم التالي:
13-1 في بحوث العلوم الإنسانية والقانونية يعتمد التقسيم الثنائي، ويتضمن: فصل – مبحث – مطلب – فرع – فقرة – بند – أولاً – أ ب ج – 1 – (1-1)..
13-2 في البحوث العلمية (الاقتصاد وإدارة الأعمال والهندسية.. يتم استخدام أسلوب التعداد الرقمي لأقسام الدراسة مثال:
13-2-1 القسم الرئيسي: (1)، (2)، (3) … إلخ
13-2-2 الأقسام الفرعية: (1-1)، (1-2)، (1-3) … إلخ
13-2-3 الأقسام الأكثر تفرعاً: (1-1-1)، (1-1-2)، (1-1-3)، وهكذا حتى نهاية البحث.
يستخدم في كتابة المراجع أسلوب التوثيق (American Psychological Association)، والمشهور بنظام (APA)، أو التوثيق بالحاشية السفلية وفق نظام شيكاغو.
14- في نهاية البحث يجب إدراج قسم للنتائج النهائية للدراسة، والتوصيات التي يراها الباحث، إضافة إلى خاتمة مناسبة وفتح آفاق جديدة للباحثين.
15- تدوين الهوامش: توضع بدون القاب في آخر الورقة البحثية وترتب على هذا الشكل (1-) وفق التالي:
15-1 الكتاب: الاسم الأول (العائلة)، عنوان الكتاب، طبعة، دار النشر، مكان النشر، سنة النشر، ص.
15-2 بحث ضمن كتاب أو مجلة أو دورية: الاسم الأول (العائلة)، عنوان البحث، عنوان الكتاب أو المؤتمر..، أسم المجلة أو الدورية..، العدد، طبعة (إذا توفر)، دار النشر، مكان النشر، سنة النشر، ص.
15-3 إذا كان الكتاب أو البحث مترجماً: يذكر أسم المترجم بعد أسم الكتاب أو عنوان البحث.
15-4 في حال اعتماد المرجع أكثر من مرة يكتب: الاسم الأول (العائلة)، مرجع سابق، ص.
15-5 في حال ورود المرجع بعد فوراً (مرجع سابق) يكتب: المرجع ذاته، ص.
يعتمد نفس الآلية في تدوين الهوامش باللغات العربية والفرنسية والإنكليزية.
رابعاً- رسوم التحكيم والنشر
يجب التنويه إلى أن الهدف المحوري من إطلاق “مجلة القرار للبحوث العلمية المحكّمة” يتمثَّل في نشر المعرفة، ووفقاً لمعايير محددة يُقرُّها المتخصصون، والرسوم التي وضعت من الناشرين محدودة جداً، وهي كما يلي:
1- تتقاضى المجلة رسوم للنشر (350 دولار أمريكي للعام 2024): لتغطية تكاليف التحكيم، التحرير، النشر على موقع المجلة الإلكتروني، النشر الورقي، النشر في قواعد بيانات عالمية، معرف الكائن الرقمي للمقالات البحثية الإلكترونية (Digital Object Identifier) اختصاراً DOI لكل بحث، القالب، التدقيق النحوي والتنطيد، التسويق على مواقع التواصل الإجتماعي.
2- تضاف رسوم إضافية على الصفحات الزائدة عن الحد الذي تسمح به المجلة ورسم الألوان Colour Charges.
3- يتم سداد الرسوم بعد القبول النهائي للتحكيم والموافقة على النشر.
تقدم المجلة حسومات خاصة للمؤسسات التي يتم توقيع اتفاقيات معها، أو من خلال جمعية المؤسسة اللبنانية للتأهيل والتطوير. ويأخذ أيضاً بعين الاعتبار معيار اقتصاديات الدخل، وفقاً لما يلي:
3-1 الاقتصادات ذات الدخل المرتفع (خصم 0%).
3-2 الاقتصادات ذات الدخل المتوسط المرتفع (خصم 15%).
3-3 الاقتصادات ذات الدخل المتوسط المنخفض (خصم 25%).
3-4 الاقتصادات ذات الدخل المنخفض (خصم 35%).
4- يسدد الباحث الرسوم التحويل البنكي أو بالاتفاق مع الإدارة.
5- يصل للباحث نسخة إلكترونية كاملة من عدد المجلة ومن البحث المقبول للنشر بالتنسيق النهائي الذي يظهر على الموقع الإلكتروني للمجلة، كما يصل للباحث رابط صفحة البحث على موقع المجلة، ويملك الباحث كامل حقوق التأليف للأبحاث المنشورة العائدة له.
6- تنزيل جميع البيانات والابحاث المنشورة على هذا الموقع هي مفتوحة ومجانية.
ملاحظة مهمة: الاستلال plagiarism يجب ان يكون ما دون 15% على أن لا يتجاوز عن 5% من مصدر واحد، ونسبة AI

Rules for publishing research
“El Qarar Journal for Peer-Reviewed Scientific Research”
“El Qarar Journal for Peer-Reviewed Scientific Research” is a monthly open-access index and is recorded in the International Standard Number of Periodicals (ISSN 3006-7294), which publishes periodically structured scientific research in several monthly and English domains, particularly in Arabic and French. Legal and its branches, political, administrative, and economic; engineering and branches; information and communication technology; educational and psychological; health and medical; environmental; literary; human; social; historical and geographical; media and documentation; heritage; arts; anthropology; and many more.
- Conditions for publication:
The researcher provides research in accordance with the scientific rules and those defined by the journal, which are as follows:
- The searcher sends the coordinated search in the Microsoft Word file, to the email elqarar.info@gmail.com
- The author shall inform the researcher of the first assessment by the editorial office within (48) hours of the submission of the search in Microsoft Word, and the duration of the issuance of the official acceptance statement shall be at least two days after the issuance of the arbitral tribunal’s report and correction of the observations contained therein (if any), and payment of the financial fees for the arbitration, publication, and template (see IV below).
- The journal cooperates with a distinguished group of arbitrators who possess sufficient scientific and practical expertise, technical skills and tools to expedite the evaluation and publication process as much as possible. The competent arbitral tribunal (two arbitrators are assigned) draws up its report within a maximum period of time of one week to one month (the identity of the researcher or researchers is overlooked):
3.1- accepted and approved for publication without modification.
3.2- accepted after the amendments and observations contained in the report. The researcher should make adjustments and submit a revised version for reassessment.
3.3- refused to publish the search.
The duration of actual publication is 15 to 45 days.
- The author of the scientific paper must accept and act on what will come in the arbitral tribunal’s report.
- The researcher attaches his paper to an undertaking after filling it in manually or in print and signing it until the arbitration proceedings are initiated, and the undertaking should include the non-publication of the research in another scientific journal during the period of evaluation of the research and during the period after its publication. Non-violation of scientific norms and professional ethics, such as plagiarism, fraudulent use of data, and false authors’ claims, and not previously published elsewhere, the undertaking is sent by Email to the elqarar.info@gmail.com .
- Provides the researcher with the search link and the number of content from his search when issuing the issue on the elqarar.com website.
- Research is published electronically on a monthly basis and is included in the journal’s quarterly issue. The publication of research takes into account the date of its receipt and/or acceptance.
- The Journal of Decision for Scientific Research issues a certificate publishing the research in the Journal.
II– Special requirements for research paper and journal:
- Documenting scientific research in one of the certified documentation versions, such as the known documentation system (APA).
- Consider supporting research papers with a set of keywords that use guides in website search services.
- Writing the researcher’s name, address and personal data through contact addresses, and e-mail on the front page of the paper submitted for publication, taking into account the addition of the names of supervisors and the institution supporting scientific research.
- Send the research by adequately summarizing the parts and objectives of the research in the required languages.
- To write the research in Arabic, English, or French, in addition to including the quality of the language and avoiding literal translation or translation of poor websites.
- Adherence to publishing ethics and avoidance of marginalizing the role of anyone who contributed to scientific research or writing individuals who have no role in the research process.
- Take into account adherence to the approach followed in the research in terms of choosing an appropriate title and scientific introduction, and work on defining the objectives of the research and harmonizing its parts, as well as preparing appropriate tables and charts, as well as writing the findings, hypotheses, and evidence drawn from the study, and writing a research conclusion containing the most important conclusions and recommendations.
- Writing research in a scientific manner with the need to adhere to the language’s health, and ensure linguistic and grammatical scrutiny.
- Consider the proportionality of the idea and subject matter of research with the Journal and present it in an exclusive and unique manner.
- Take into account the Scientific Secretariat and move away from copying, theft and impersonation.
- The minimum quotation is (5%) and the maximum (20%). When quoted, the quoted text is placed literally between two.
- Writing at the bottom of the first page of the research: “The Journal is not responsible for the content of this research and the opinions contained therein and expresses only the opinion of its author”.
- The Journal is not responsible for the requirements and requirements of official and competent institutions for the publication of such research.
III- Format and divisions of the paper:
- Coordinate margins and dimensions as required by scientific journals.
- Include the references quoted in the content of the research, or add them in a special part at the conclusion of the research known as the reference section according to the criteria of the approved international system.
- Note tables and images in the search or add a special part at the end of the search.
- Writing research on the size of printing (A4), by using the text editing software Word, besides adhering to the number of pages specified by the magazine. Search pages, including figures, drawings and supplements, must not exceed 25 pages. More than 25 pages of research must be approved by the Editor-in-Chief, and additional fees added on pages exceeding the magazine’s permission.
- Research is also written according to the format and size of the line used for the languages required for publication in terms of title, tables, subtitles and text.
- The limits of the paper from all sides (2. 5cm).
- The type of line used in each search is as follows:
7.1- text in Arabic (14 Simplified English).
7.2- texts in English or French (12 Times New Roman).
7.3- main search title in the first search page, font size (16 Simplified English – Bold) for foreign (14 Times New Roman – Bold) is double, in the middle of the page.
7.4- The search subtitle 7-4 a search body, the size of an Arabic language line (14 Simplified English – Bold) for foreign (12 Times New Roman – Bold).
7.5- margins are the latest paper, the size of a foreign Arabic language line (12 Simplified English) (10 Times New Roman).
- The authors’ names are written in a trilogy under the heading “Research on the left, size (14)”.
- After the name/names of the author/author, insert a summary of the Abstract research in Arabic and in another language (English or French), not more words than (250).
Add a business destination, address, telephone number, email, search date.
- Writing a number of keywords, which appear in the search, and which do not exceed (6) keywords.
- The introduction to the research includes: preliminary – important – objectives – problematic – questions – hypotheses – possibilities and limits of the study – curriculum – difficulties – previous studies – research plan.
- Writing a section entitled “What distinguishes this study from others”, in which the researcher makes clear the basic points that make his research unique and different from other research similar to or associated with it.
- A common criterion must be adopted in the systematic division of the communication, in particular the following:
13.1- in humanities and legal research adopts bilateral division, which includes: Chapter – Research – Requirement – Section – Paragraph – Item – I – BC – 1 (1-1).
13.2- in scientific research (economics, business management, engineering. The digital census method of the study sections is used as an example:
13.2.1- main section: (1), (2), (3)… etc.
13.2.2- subsections: (1-1), (1-2), (1-3)… etc.
13.2..3- The most branching sections 13-2-3 (1-1-1), (1-1-2), (1-1-3), and so on until the end of the research.
The American Psychological Association, known for its APA system, or footnote documentation according to the Chicago system.
- At the end of the research, a section should be included for the final results of the study, the recommendations of the researcher, as well as an appropriate conclusion and the opening of new horizons for researchers.
- Notation of margins: At the end of the paper, the following form follows:
- Book, First Name (Family), Book Title, Edition, Publishing House, Publishing Place, Publishing Year, p.
- research in a book, journal or periodical: first name (family), title of research, title of book or conference.., name of journal or periodical.., issue, edition (if available), publishing house, publishing place, publishing year, p.
- If the book or research is translated: The name of the translator is given after the name of the book or the title of the research.
- If the reference is adopted more than once he writes: First name (family), previous reference, p.
- If the reference is received immediately after (previous reference), he writes: ibid., p. 1.
The same mechanism is used to codify margins in Arabic, French and English.
IV- Arbitration and publication fees
It should be noted that the central objective of the launch of the “Decision Journal for Refined Scientific Research” is to disseminate knowledge, according to specific criteria to be accepted by specialists, and the fees drawn from publishers are very limited, as follows:
- The Journal charges for publication (350 US $ for the year 2024): to cover the costs of arbitration, editing, publication on the Journal’s website, paper publication, publication in global databases, Digital Object Identifier (Digital Object Identifier) for each search, template, grammatical auditing and consolidation, marketing on social media sites
- Add additional fees on pages exceeding the limit allowed by the Journal and Colour Charges.
- Payment of fees shall be made after the final acceptance of the arbitration and approval of publication.
The magazine offers special rebates for institutions with which agreements are signed, or through the Lebanese Foundation for Rehabilitation and Development Association. It also takes into account the criterion of income economics, as follows:
3.1- High-income economies 3-1 (0% discount).
3.2- High-middle-income economies 3-2 (15% discount).
3.3- Low-middle-income economies 3-3 (25% discount).
3.4- low-income economies (35% discount).
- The researcher shall pay the bank transfer fees or in agreement with the administration.
- The researcher has access to a complete electronic copy of the Journal’s issue and to acceptable research for publication in the final format that appears on the Magazine’s website. The researcher also has access to the search page link on the Magazine’s website. The researcher has full copyright to the published research belonging to him.
- Download all data and research posted on this website are open and free.

“Journal El Qarar pour la recherche scientifique évaluée par des pairs”
Le “Journal El Qarar pour la recherche scientifique examinée par des pairs” est un index mensuel en accès libre et est enregistré dans l’ISSN 3006-7294 (International Standard Number of Periodicals), qui publie périodiquement des recherches scientifiques structurées dans plusieurs domaines mensuels et anglais, en particulier en arabe et en français. Juridique et ses branches, politique, administrative et économique; ingénierie et branches; technologies de l’information et de la communication; éducation et psychologie; santé et médecine; environnement; littérature; humain; social; historique et géographique; médias et documentation; le patrimoine; les arts; l’anthropologie; et bien d’autres.
- Conditions de publication:
Le chercheur effectue ses recherches conformément aux règles scientifiques et à celles définies par la revue, qui sont les suivantes :
- Le chercheur envoie la recherche coordonnée dans le fichier Microsoft Word, à l’adresse email info@gmail.com.
- L’auteur doit informer le chercheur de la première évaluation par le bureau de rédaction dans les (48) heures suivant la soumission de la recherche dans Microsoft Word, et la durée de la délivrance de l’attestation officielle d’acceptation est d’au moins deux jours après la publication du rapport du tribunal arbitral et la correction des observations qui y figurent (le cas échéant) et le paiement des honoraires financiers pour l’arbitrage, publication et modèle (see IV below).
- La revue collabore avec un groupe distingué d’arbitres qui possèdent une expertise scientifique et pratique, des compétences techniques et des outils suffisants pour accélérer le processus d’évaluation et de publication autant que possible. Le tribunal arbitral compétent (deux arbitres sont désignés) rédige son rapport dans un délai maximum d’une semaine à un mois (l’identité du ou des chercheurs est négligée):
3.1- accepté et approuvé pour publication sans modification.
3.2- Accepté après les modifications et observations contenues dans le rapport. Le chercheur doit apporter des ajustements et soumettre une version révisée pour réévaluation.
3.3- a refusé de publier la recherche.
La durée de publication effective est de 15 à 45 jours.
- L’auteur de l’article scientifique doit accepter ce qui sera dans le rapport du tribunal arbitral et agir en conséquence.
- Le chercheur joint son document à un engagement après l’avoir rempli manuellement ou imprimé et signé jusqu’à ce que la procédure d’arbitrage soit engagée, et l’engagement devrait inclure lespublication de la recherche dans une autre revue scientifique pendant la période d’évaluation de la recherche et pendant la période suivant sa publication. Non violation des normes scientifiques et de l’éthique professionnelle, telles que le plagiat, l’utilisation frauduleuse de données, les fausses déclarations d’auteurs, et non publiées auparavant ailleurs, l’engagement est envoyé par e-mail à l’adresse elqarar.info@gmail.com .
- Fournit au chercheur le lien de recherche et le nombre de contenus de sa recherche lors de la publication du numéro sur le site elqarar.com.
- Les recherches sont publiées électroniquement tous les mois et sont incluses dans le numéro trimestriel de la revue. La publication de la recherche tient compte de la date de réception et/ou d’acceptation.
- Le Journal of Decision for Scientific Research délivre un certificat qui publie la recherche dans le Journal.
II- Exigences particulières pour les articles de recherche et les revues scientifiques:
- Documenter la recherche scientifique dans l’une des versions de documentation certifiée, comme le système de documentation connu (APA)
- Envisager d’appuyer les documents de recherche par un ensemble de mots clés qui utilisent des guides dans les services de recherche sur le site Web.
- Inscrire le nom, l’adresse et les données personnelles du chercheur à travers des adresses de contact et un courriel sur la page d’accueil du document soumis pour publication, en tenant compte de l’ajout des noms des superviseurs et de l’institution soutenant la recherche scientifique.
- Envoyer la recherche en résumant adéquatement les parties et les objectifs de la recherche dans les langues requises.
- Rédiger la recherche en arabe, anglais ou français, en plus d’inclure la qualité de la langue et d’éviter les traductions littérales ou les traductions de sites web médiocres.
- Respect de l’éthique en matière d’édition et évitement de la marginalisation du rôle de quiconque a contribué à la recherche scientifique ou écrit des personnes qui n’ont aucun rôle dans le processus de recherche.
- Tenir compte de l’approche suivie dans la recherche en choisissant un titre approprié et une introduction scientifique, et travailler à définir les objectifs de la recherche et à harmoniser ses parties, ainsi qu’à préparer des tableaux et des graphiques appropriés, Rédiger les conclusions, les hypothèses et les preuves tirées de l’étude et rédiger une conclusion de recherche contenant les conclusions et recommandations les plus importantes.
- Rédiger des recherches de façon scientifique, en respectant la santé de la langue et en veillant à l’examen linguistique et grammatical.
- Examiner la proportionnalité de l’idée et du sujet de recherche avec la Revue et la présenter d’une manière exclusive et unique.
- Tenir compte du Secrétariat scientifique et éviter la copie, le vol et l’usurpation d’identité.
- La citation minimale est (5 %) et la maximale (20 %). Lorsqu’elle est citée, le texte cité est littéralement placé entre deux.
- Note au bas de la première page de la recherche: “La Revue n’est pas responsable du contenu de cette recherche et des opinions qui y sont contenues et exprime uniquement l’opinion de son auteur”.
- La Revue n’est pas responsable des exigences et des exigences des institutions officielles et compétentes pour la publication de ces recherches.
III- Format et divisions du document:
- Coordonner les marges et les dimensions selon les exigences des revues scientifiques.
- Inclure les références citées dans le contenu de la recherche, ou les ajouter dans une partie spéciale à la conclusion de la recherche connue sous le nom de section de référence selon les critères du système international approuvé.
- Notez les tableaux et les images dans la recherche ou ajoutez une partie spéciale à la fin de la recherche.
- Rédaction de recherches sur le format d’impression (A4), en utilisant le logiciel de retouche de texte Word, en plus de respecter le nombre de pages spécifié par la revue. Les pages de recherche, y compris les figures, dessins et suppléments, ne doivent pas dépasser 25 pages. Plus de 25 pages de recherche doivent être approuvées par le rédacteur en chef, et des frais supplémentaires doivent être ajoutés sur les pages dépassant la permission du magazine.
- La recherche est également rédigée selon le format et la taille de la ligne utilisée pour les langues requises pour la publication en termes de titre, tableaux, sous-titres et texte.
- Les limites du papier de tous les côtés (2. 5 cm).
- Le type de ligne utilisé dans chaque recherche est le suivant :
7.1- texte en arabe (14 Anglais simplifié).
7.2- textes en anglais ou en français (12 fois le Nouveau Roman).
7.3- Le titre de la recherche principale dans la première page de recherche, taille de police (16 Simplified English – Bold) pour les étrangers (14 Times New Roman – Bold) est double, au milieu de la page.
7.4- Le sous-titre de recherche 7-4 un corps de recherche, de la taille d’une ligne de langue arabe (14 Anglais simplifié – Gras) pour les étrangers (12 Times New Roman – Gras).
7.5- les marges sont le dernier papier, la taille d’une ligne de langue arabe étrangère (12 Anglais simplifié) (10 fois New Roman).
- Les noms des auteurs sont écrits dans une trilogie sous la rubrique “Recherche à gauche, taille (14)”.
- Après le nom/les noms de l’auteur/de l’auteur, insérer un résumé de la recherche abrégée en arabe et dans une autre langue (anglais ou français), pas plus de mots que (250).
- Ajoutez une destination d’affaires, une adresse, un numéro de téléphone, un courriel et une date de recherche.
Écrire un certain nombre de mots-clés, qui apparaissent dans la recherche et qui ne dépassent pas (6) mots-clés.
- L’introduction à la recherche comprend : préliminaire – important – objectifs – problématique – questions – hypothèses – possibilités et limites de l’étude – programme d’études – difficultés – études antérieures – plan de recherche.
- Rédaction d’une section intitulée “Ce qui distingue cette étude des autres”, dans laquelle le chercheur expose les points de base qui rendent sa recherche unique et différente des autres recherches similaires ou associées à celle-ci.

- Un critère commun doit être adopté dans la division systématique de la communication, notamment :
13.1- En sciences humaines et en recherche juridique, la division bilatérale comprend : Chapitre – Recherche – Exigence – Section – Paragraphe – Point – I – BC – 1 (1-1).
13.2- dans la recherche scientifique (économie, gestion d’entreprise, ingénierie. La méthode du recensement numérique des sections d’étude est utilisée comme exemple :
13.2.1- section principale : (1), (2), (3)… etc.
13.2.2- sous-sections : (1-1), (1-2), (1-3)… etc.
13.2.. 3- Les sections les plus ramifiées 13-2-3 (1-1-1), (1-1-2), (1-1-3) et ainsi de suite jusqu’à la fin de la recherche.
- À la fin de la recherche, une section doit être incluse pour les résultats finaux de l’étude, les recommandations du chercheur, ainsi qu’une conclusion appropriée et l’ouverture de nouveaux horizons pour les chercheurs.
- Notation des marges : A la fin de l’article, le formulaire suivant est utilisé:

Le même mécanisme est utilisé pour codifier les marges en arabe, français et anglais.
IV- Frais d’arbitrage et de publication
Il convient de noter que l’objectif central du lancement du “Journal des décisions pour la recherche scientifique raffinée” est de diffuser les connaissances, selon des critères spécifiques à accepter par les spécialistes, et que les honoraires prélevés sur les éditeurs sont très limités, comme suit:
- Les frais de publication (350 $ US pour l’année 2024) : pour couvrir les coûts d’arbitrage, de révision, de publication sur le site Web du Journal, de publication papier, de publication dans des bases de données mondiales, d’identification numérique d’objet (Digital Object Identifier) pour chaque recherche, modèle, Vérification et consolidation grammaticale, marketing sur les sites de médias sociaux
- Ajouter des frais supplémentaires sur les pages qui dépassent la limite permise par le journal et les frais de couleur.
- Le paiement des honoraires doit être effectué après l’acceptation définitive de l’arbitrage et l’approbation de la publication.
Le magazine offre des remises spéciales aux institutions avec lesquelles des accords sont signés, ou par l’intermédiaire de la Fondation libanaise pour la réhabilitation et le développement. Il prend également en compte le critère de l’économie du revenu, comme suit :
3.1- Économies à revenu élevé 3-1 (0% de rabais).
3.2- Économies à revenu moyen élevé 3-2 (15% de réduction).
3.3- Économies à faible revenu moyen 3-3 (rabais de 25%).
3.4- les économies à faible revenu (rabais de 35 %).
- Le chercheur doit payer les frais de virement bancaire ou en accord avec l’administration.
- Le chercheur a accès à une copie électronique complète du numéro de la Revue et à des recherches acceptables pour publication dans le format final qui apparaît sur le site Web de la Revue. Le chercheur a également accès au lien de la page de recherche sur le site Web du magazine. Le chercheur détient les droits d’auteur sur la recherche publiée qui lui appartient.
- Toutes les données et recherches publiées sur ce site sont libres et gratuites.
