This statement outlines the ethical responsibilities and conduct required from all stakeholders involved authors, editors, peer reviewers, and the publisher. The Journal adheres closely to the fundamental principles and guidelines set forth by the Committee on Publication Ethics (COPE), ensuring its commitment to ethical practices in academic publishing.
2. Duties of Editors and the Editorial Board
2.1- Publication Decisions
The Editor-in-Chief and Editorial Board are entrusted with the responsibility of making informed publication decisions based solely on the manuscript’s originality, scientific significance, methodological rigor, and relevance to the Journal’s established scope.
2.2. Fair Play
Manuscripts will be evaluated exclusively on their academic merit and intellectual content, without bias or discrimination concerning the authors’ race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy.
2.3. Confidentiality
Editors are required to maintain the confidentiality of all submitted manuscripts, sharing information strictly on a need-to-know basis with authorized individuals such as reviewers and editorial advisors. Additionally, editors are prohibited from using any undisclosed material from a manuscript for their personal research unless they have obtained explicit written permission from the author.
2.4. Disclosure and Conflicts of Interest
Editors are strictly prohibited from utilizing any unpublished data, theories, or methodologies disclosed within a submitted manuscript for their own research prior to publication, without securing the authors’ explicit written authorization.
3. Duties of Peer Reviewers
3.1. Contribution to Editorial Decisions
Peer review is a critical mechanism that assists the Editorial Board in making robust publication decisions and provides authors with constructive, expert feedback necessary for enhancing the quality of their scholarly work.
3.2. Promptness
Reviewers are obligated to promptly notify the editor should they anticipate any inability to complete the assessment within the designated timeline.
3.3. Confidentiality
All manuscripts submitted for peer review shall be treated as strictly confidential documents and must not be disclosed or discussed externally without the explicit authorization of the Editor-in-Chief.
3.4. Objectivity
Reviews should maintain strict objectivity and impartiality, emphasizing the intellectual and methodological quality of the work. Constructive and evidence-based feedback is necessary for improvement, and any personal criticism towards the author is not allowed.
3.5. Acknowledgment of Sources
Reviewers have a responsibility to identify any significant published work that is relevant to the manuscript’s findings or discussion but has not been adequately cited by the authors.

4. Duties of Authors
4.1. Reporting Standards

4.2. Originality and Plagiarism
Authors must ensure that submitted work is original, novel, and unpublished. They are required to provide proper scholarly attribution and comprehensive citations for all external sources, data, or ideas. The Journal enforces a strict zero-tolerance policy against all types of academic misconduct, including plagiarism, self-plagiarism, and data fabrication.
4.3. Multiple or Redundant Publication
Authors must refrain from submitting manuscripts that replicate previously published data, research findings, or intellectual content in any archival journal. Simultaneous submission of such work constitutes a significant ethical breach.
4.4. Acknowledgment of Sources
Comprehensive and accurate citation of all sources that have substantively influenced the research or the writing of the manuscript is mandatory. Proper acknowledgment of the intellectual contributions of others must be systematically provided.
4.5. Authorship of the Paper
Authorship is granted only to those who have made significant intellectual contributions to various stages of a study, including its conception, design, execution, data collection, analysis, or interpretation. All listed authors are required to review and approve the final manuscript, as well as agree to be accountable for the work’s accuracy and integrity, ensuring that any related questions are thoroughly investigated and addressed.
4.6. Disclosure and Conflicts of Interest
Authors are required to transparently disclose any potential or actual financial, institutional, or substantive competing interests that could be construed as influencing the research outcomes or the interpretation of results. This commitment ensures the integrity and impartiality of the reported findings.
4.7. Fundamental Errors in Published Works
Should an author discover a significant error, material inaccuracy, or misstatement in their published work, they have an ethical obligation to promptly notify the Editor-in-Chief. The author must then fully cooperate with the Journal in either retracting the paper or issuing an official correction.
5. Duties of the Publisher
The Publisher is the ultimate guarantor of the ethical framework. We are institutionally committed to maintaining the highest standards of publication ethics by providing comprehensive support to the Editorial Board, safeguarding the integrity and permanent archiving of all academic records, and ensuring efficient, transparent communication among editors, reviewers, and authors. The Publisher actively supports the enforcement of the Journal’s policies on misconduct and retraction.
6. Plagiarism and Misconduct Policy
The Journal maintains a zero-tolerance policy towards all forms of academic misconduct. Every submitted manuscript undergoes rigorous and compulsory screening for plagiarism utilizing industry-standard detection software. Any paper found to contain evidence of plagiarism, data fabrication, falsification, or other egregious ethical violations will be subject to immediate rejection prior to publication or formal retraction if already indexed.
7. Retraction Policy
The Journal adheres to COPE guidelines for retractions. A published article will be formally and permanently retracted when there is verifiable evidence of serious scientific errors that compromise data reliability, research misconduct, including data fabrication or falsification, or unethical publication practices such as confirmed plagiarism or redundant publication. A clear Retraction Notice will be issued, explicitly stating the reason for the retraction, and will be permanently linked to the original article in all electronic and abstracting databases.

2. واجبات المحررين
2.1. قرارات النشر
تقع المسؤولية النهائية لاتخاذ قرار نشر أي مخطوط على عاتق رئيس التحرير وهيئة التحرير، ويُبنى هذا القرار على تقييم صارم يشمل الأصالة العلمية، والمنهجية البحثية، ووضوح النتائج، والأهمية المعرفية، والتوافق المباشر مع النطاق الموضوعي للمجلة.
2.2. النزاهة
يتم تقييم جميع المخطوطات بشكل حصري بناءً على جدارتها العلمية ومنهجيتها البحثية، وبصرف النظر تماماً عن أي اعتبارات شخصية أو خلفية للمؤلفين، بما في ذلك العرق، أو الجنس، أو التوجه، أو المعتقد الديني، أو الأصل العرقي، أو الجنسية، أو الفلسفة السياسية.
2.3. السرية
يلتزم المحررون بضمان السرية المطلقة لكافة المعلومات المتعلقة بالمخطوطات قيد التقييم. يُحظر مشاركة أو مناقشة محتوى المخطوطة إلا مع الأطراف المخوَّلة حصراً، والتي تقتضي الضرورة العملية اطلاعها على المحتوى، بما يشمل المؤلفين والمحكّمين والمحكّمين المحتملين ومستشاري التحرير، وذلك للحفاظ على حقوق الملكية الفكرية للمؤلفين قبل النشر.
2.4. الإفصاح وتضارب المصالح
يُمنع منعاً باتاً على المحررين الاستفادة من أي بيانات أو مفاهيم أو نتائج لم تُنشر بعد، والكشف عنها ضمن المخطوطات المُقدَّمة، واستخدامها في أبحاثهم الخاصة أو لأغراض شخصية أخرى، ما لم يتم الحصول على إذن خطي صريح ومسبق من المؤلفين المعنيين.
3. واجبات المراجعين
3.1. المساهمة في القرارات التحريرية
تُمثل مراجعة الأقران (Peer Review) دعامة أساسية تدعم هيئة التحرير في اتخاذ قرارات النشر المستنيرة، كما أنها توفر للمؤلفين تغذية راجعة نقدية وبنّاءة تهدف إلى تعزيز جودة الأبحاث وسلامتها المنهجية.
3.2. السرعة
لا تقتصر وظيفة تحكيم الأقران على مساعدة هيئة التحرير في صنع القرار العلمي السليم وحسب، بل تمتد لتشمل إثراء المنهجية والمحتوى المعرفي للمؤلفين. وللحفاظ على كفاءة عملية النشر، يُلزم المُحكّمون بـالتقيد الصارم بالجدول الزمني المُتفق عليه للتقييم، مع ضرورة المبادرة إلى إبلاغ المحرر على وجه السرعة في حال استشعارهم لأي تأخير محتمل.
3.3. السرية
تُعتبر جميع المخطوطات المُرسلة للمراجعة وثائق خاصة وسرية. يلتزم المُحكّم بعدم مشاركة محتوياتها أو مناقشتها مع أي أطراف ثالثة غير مخولة، أو استخدام البيانات والمعلومات الواردة فيها لأغراض شخصية، وذلك حفاظاً على حقوق الملكية الفكرية للمؤلفين.
3.4. الموضوعية
يجب أن تلتزم عملية التحكيم بالموضوعية التامة والحياد العلمي المطلق، مع التركيز على تقديم ملاحظات نقدية بناءة ومستندة إلى أسس علمية تهدف إلى تحسين جودة البحث. يُحظر تماماً توجيه أي شكل من أشكال النقد أو التجريح الشخصي للمؤلف أو لجهده.
3.5. الإقرار بالمصادر
يتحمل المراجعون مسؤولية تحديد أي عمل منشور مهم ذي صلة بنتائج المخطوطة أو مناقشتها ولكن لم يتم الاستشهاد به بشكل كافٍ من قبل المؤلفين.
3.6. الإفصاح وتضارب المصالح
يجب على المراجعين الحفاظ على الحياد الفكري وهم ملزمون بالكشف عن أي تضارب محتمل في المصالح. ويتضمن ذلك الكشف عن أي ارتباطات تنافسية أو تعاونية أو مؤسسية مع المؤلفين. يجب على المحررين تنحي أنفسهم رسميًا عن عملية المراجعة إذا تم تحديد مثل هذه التعارضات.
4. واجبات المؤلفين
4.1. معايير إعداد التقارير
يُطلب من المؤلفين تقديم وصف دقيق وموضوعي وشفاف لنتائج أبحاثهم. يجب أن تتضمن المخطوطات تفاصيل منهجية كافية ومراجع شاملة لضمان إمكانية إعادة إنتاج النتائج والتحقق منها بالكامل من قبل باحثين مستقلين.
4.2. الأصالة والانتحال
يجب على المؤلفين التأكد من أن العمل المقدم أصلي وجديد وغير منشور. ويجب عليهم تقديم الإسناد العلمي المناسب والاستشهادات الشاملة لجميع المصادر أو البيانات أو الأفكار الخارجية. تطبق المجلة سياسة صارمة بعدم التسامح مطلقًا ضد جميع أنواع سوء السلوك الأكاديمي، بما في ذلك الانتحال، والانتحال الذاتي، وتلفيق البيانات.
4.3. النشر المتعدد أو المكرر
يجب على المؤلفين الامتناع عن تقديم المخطوطات التي تكرر البيانات المنشورة مسبقًا، أو نتائج الأبحاث، أو المحتوى الفكري في أي مجلة أرشيفية. ويشكل تقديم مثل هذا العمل في وقت واحد خرقًا أخلاقيًا كبيرًا.

يُطلب من المؤلفين الكشف بشفافية عن أي مصالح مالية أو مؤسسية أو موضوعية متنافسة محتملة أو فعلية يمكن تفسيرها على أنها تؤثر على نتائج البحث أو تفسير النتائج. ويضمن هذا الالتزام نزاهة وحياد النتائج المبلغ عنها.
4.7. الأخطاء الجوهرية في الأعمال المنشورة
إذا اكتشف المؤلف خطأً كبيرًا أو عدم دقة جوهرية أو تحريفًا في عمله المنشور، فإنه ملزم أخلاقيًا بإخطار رئيس التحرير على الفور. يجب على المؤلف بعد ذلك التعاون الكامل مع المجلة إما في سحب الورقة أو إصدار تصحيح رسمي.
5. واجبات الناشر
يضطلع الناشر بالمسؤولية المؤسسية لضمان الالتزام المستمر بأفضل الممارسات الأخلاقية الواردة في هذا البيان. ويلتزم الناشر بدعم استقلالية هيئة التحرير، وتوفير الموارد اللازمة لسلامة العمليات التحريرية، والمحافظة على نزاهة السجلات الأكاديمية للأبحاث المنشورة. كما يضمن الناشر فعالية قنوات التواصل والتنسيق بين جميع الأطراف أي المحررين، والمُحكّمين، والمؤلفين، لمعالجة أي قضايا أخلاقية بكفاءة وموضوعية.
6. سياسة الانتحال وسوء السلوك
تخضع جميع المخطوطات المُقدَّمة لمجلة القرار للبحوث العلمية المُحكَّمة لإجراءات فحص دقيقة ومُلزمة للأصالة باستخدام برامج كشف الانتحال الموثوقة والمُعترف بها دولياً. يُعتبر التلفيق، أو التزوير، أو الانتحال، أو الإخلال الجسيم بالنزاهة الأخلاقية بمثابة سوء سلوك أكاديمي غير مقبول. وفي حال ثبوت أي من هذه الانتهاكات، يتم رفض الورقة البحثية فوراً، أو يتم سحبها رسمياً من سجلات النشر إذا كانت منشورة بالفعل.
7. سياسة سحب الأوراق البحثية
تلتزم المجلة بإرشادات COPE الخاصة بالتراجعات. سيتم سحب المقالة المنشورة رسميًا وبشكل دائم عندما يكون هناك دليل يمكن التحقق منه على وجود أخطاء علمية تؤثر على موثوقية البيانات، أو سوء سلوك البحث، بما في ذلك تلفيق البيانات أو تزويرها، أو ممارسات النشر غير الأخلاقية مثل الانتحال المؤكد أو النشر الزائد. سيتم إصدار إشعار سحب واضح، يوضح صراحة سبب السحب، وسيتم ربطه بشكل دائم بالمقالة الأصلية في جميع قواعد البيانات الإلكترونية والملخصة.
8. الامتثال للمعايير الأخلاقية
يُلزم المؤلفون بتقديم تأكيد رسمي يثبت امتثال أبحاثهم الكامل للمبادئ الأخلاقية المعتمدة على المستويين المؤسسي والدولي. ويجب الحصول على موافقة مسبقة وموثقة من لجان المراجعة المؤسسية أو الهيئات الأخلاقية المختصة، لا سيما في جميع الدراسات التي تنطوي على مشاركة كائنات بشرية أو حيوانية.
